ORD. PROF. HIFZI VELDET VELIDEDEOGLU (1904-1981)
Ord. Prof. Dr. Hifzi Veldet VELIDEDEOGLU was an exceptional scientist and intellectual whose works largely contributed to the development of Turkish Law Science and whose ideas about the State Law have been widely accepted and adopted by the public.
He was born on 24th of August 1904 in Istanbul . After having his primary and secondary education in Çorum and Yozgat, he went to high school in Ankara , Konya and Trabzon , the last one being where he graduated from Trabzon High School in June 1922. He enrolled to the Faculty of Law in Ankara and got his graduate degree in 1928. In 1929, passing the exam of Ministry of Justice he was sent abroad with a scholarship to attend a Ph. D. program of law. During this period he was able to study on the western law systems. In 1933, passing his promotional exam he got his Ph. D. of law from the Neuchatel Faculty of Law-Switzerland.
After turning back to Turkey , he became associate professor of civil law in Istanbul University Faculty of Law. In 1942 he became professor, in 1948 distinguished professor. He published 5 volume of “Civil Law” book, and nearly 70 scientific examinations, researches and conferences. His 15 researches were translated from German and French into Turkish. He also wrote four civil law and obligation law books together with other professors.
Between 1946-1948 and 1952-1953 he was the dean of Istanbul University 's Faculty of Law.
He prepared the preliminary draft of 'Flat Ownership Law' at the charge of the Turkish Government. This preliminary draft is now law, after having been passed through the commission of which he was president.
At 27 of May, 1961 Committee of National Unity appointed a ‘Constitution Science Commission' from Istanbul University Faculty of Law and he elected as a member to this commission. With this commission he prepared a Constitution draft. He made the preliminary draft with his personal rights without agreeing some shapes and system rules. And he present the preliminary draft to the Committee of National Unity .
The 27th of May, 1961 the Committee of National Unity appointed a ‘Constitution Science Commission' from Istanbul University's Faculty of Law and he got elected as a member to this Commission. With this commission he prepared a draft Constitution. He made the preliminary draft with his own principles without agreeing some shapes and system rules. Finally he presented the preliminary draft to the Committee of National Unity.
He made a big assist for making the language used in Turkish Law systems more plain. He used plain Turkish in his works and articles. With this aim he wrote the Turkish Civil Code and Obligation Code in “Today's plain Turkish” in 1970. This book has been published by the Turkish Language Institute. |
